Univention Corporate Server 4.0 erratum 196 (bugfix)

This update addresses the following issues:
* If the initialization of the package manager failed it is retried.
* Held packages can't cause a traceback anymore.
* Error messages when opening apt Packages files have improved.
* Error messages when the system has too few free disk space have improved.
